'Horrific' human-trafficking incident in Texas not an isolated event, officials say

Eight people were found dead and about 30 others injured inside a brutally hot semitrailer parked in a Walmart parking lot in San Antonio, Texas, in what authorities are calling "a horrific scene."
One of the injured later died, officials said, bringing the death toll to nine in what police described as an apparent "human trafficking crime." Officials had first said two additional people had died, but later corrected the number to one.
Authorities became aware of the truck overnight after a Walmart employee, who had been approached by someone who had been in the truck asking for water, notified police of the interaction, San Antonio Police Chief William McManus said this morning at a press conference, alongside other officials from the city.
"We're looking at a human-trafficking crime here," McManus said.

Inside the semitrailer, authorities found eight dead bodies, as well as 20 other people who were in "extremely critical condition or very serious condition," and eight others suffering lesser injuries like heat stroke and dehydration, San Antonio Fire Chief Charles Hood told the press this morning.
There were 38 people found inside the truck in total, McManus said, and Hood added that at least two of them were "school-age" children.
The truck had no working air-conditioning system, and temperatures topped 100 degrees Fahrenheit, Hood said. McManus added that the truck's passengers lacked access to water.
"They were very hot to the touch," Hood said of the people found inside.
An ICE official said as many as 100 people total could have been in the back of the truck.
U.S. Attorney Richard Durbin Jr. said later Sunday that James Mathew Bradley Jr., 60, of Clearwater, Florida, was in federal custody in San Antonio.
In a statement, Durbin said Bradley is expected to make a court appearance after a criminal complaint is filed Monday. His office wouldn't say whether Bradley was the alleged driver of the truck, according to The Associated Press.
Police had earlier said that the driver of the truck had been arrested and could face federal and state charges, but did not give the driver's name.

Meanwhile, surveillance video from the store showed that a number of vehicles entered the parking lot and "picked up lots of folks that were in that trailer that survived the trip," McManus said.
Some of the people who had been in the truck also ran into the woods, he said. The area was searched, and another attempt will be made in the morning, the officials said.
The U.S. Department of Homeland Security Immigration and Customs Enforcement has also been called in to help investigate the incident, officials said.
San Antonio Fire Chief Charles Hood, who stood alongside McManus at the press conference, said firefighters arrived on the scene at 12:26 a.m. local time, and began pulling the people out of the truck. The injured were taken to different hospitals, some by helicopter, he said.
Authorities said they still don't know the origin of the truck, or how long it had been parked at the Walmart, and that the search for such details are part of an active investigation currently underway.
The officials said more details about the victims, including their genders and ages, would be released in a future briefing.
While he called it a "horrific tragedy," the police chief said the discovery "is not an isolated incident. This happens quite frequently ... fortunately there are people who survived, but this happens all the time,” he said.
Thomas Homan, acting Director for U.S. Immigration and Customs Enforcement (ICE), weighed in on the incident, calling it a "horrific crime."
"By any standard, the horrific crime uncovered last night ranks as a stark reminder of why human smuggling networks must be pursued, caught and punished," Homan said in a statement. "These networks have repeatedly shown a reckless disregard for those they smuggle."
Durbin described what emergency workers found as "a horrific scene."
"All were victims of ruthless human smugglers indifferent to the well-being of their fragile cargo," Durbin said. "The South Texas heat is punishing this time of year. These people were helpless in the hands of their transporters. Imagine their suffering, trapped in a stifling trailer in 100-plus degree heat."

Conway: Trump doesn't think he's lying on voter fraud, wiretap claims

White House counselor Kellyanne Conway said Sunday that President Trump doesn’t believe he’s lying about various controversial statements he's made without backing them up with evidence.
Conway got into a heated exchange with CNN host Brian Stelter on “Reliable Sources” on Sunday over CNN’s coverage of Trump, with Stelter saying the network was covering the scandals coming out of the White House.
Conway demanded Stelter say what scandals had come out of the administration. Stelter responded by pointing to Trump's claims that former President Obama ordered the wiretapping of Trump Tower and that millions of illegally cast votes cost him the popular vote — both ideas that the president presented without backing up with evidence.
“The scandals are about the president’s lies,” Stelter said. “About voter fraud, about wire-tapping, his repeated lies about those issues. That’s the scandal.”
“He doesn’t think he’s lying about those issues, and you know it. He has gone forth and he talked about surveillance,” Conway said before Stelter cut her off.
“A lot of husbands don’t think they’re lying when they cheat on their spouse and then say they’re not. It doesn’t mean they’re not lying,” Stelter said.
The pair clashed repeatedly over CNN’s coverage of the White House during Conway's appearance. Trump has frequently attacked the network as “fake news” and shared on twitter a doctored video of himself physically attacking a person with the CNN logo over their face last month.

President Trump, consider the risks of pardoning yourself

The media is abuzz with speculation about President Trump’s clemency powers after the story broke that his lawyers are mulling options for himself and his family.
The president himself on Saturday seemed to confirm the report, asserting that he has "complete power" to pardon relatives, aides and possibly himself.
How does the clemency power work? Who could he pardon? Can he pardon himself? Should he?
The fact is, Trump can pardon any federal crime, ranging from moon-shining to treason. He may grant clemency as soon as an offense is committed: no need to wait for the offender to be sentenced, tried, or even charged with a crime. Overall, the courts have protected a broad, wide-ranging clemency power for the chief executive. Still, he may not pardon a future federal crime, excuse a state offense, or exercise clemency “in cases of impeachment,” as noted in Article II, Section 2, Clause 1 of the Constitution.
The remedy for an unpopular clemency decision comes from Congress. Members can hold hearings, subpoena documents, call witnesses, and otherwise raise the profile of the clemency decision.
They can also delay funding for presidential priorities, drag their feet on his policy priorities, and refuse to confirm presidential nominees. In more extreme cases, they can pursue impeaching the president, or even try to amend the Constitution.
How likely it is Congress will take these actions, with Republicans in control, is another matter completely.
Who could he pardon?
It’s clear that President Trump could pardon anyone caught up in special counsel Robert Mueller’s investigation – today, if he wanted to do so. He could grant as many or as few pardons as he wished, would not have to specify the crimes they are being pardoned for, and could make the language of the pardon as broad or as narrow as he wanted. Whether the political context would support any of these moves is unclear, but there’s little question that Trump has the legal power to act.
Can he pardon himself?
Most tantalizing, could Trump pardon himself? Few presidents have actually considered a self-pardon, and none has actually tried. If Trump is the first to go through with it, he should know that legal scholars are divided on the question.
On one hand, it is clear that the sparse constitutional language on clemency says nothing about a self-pardon, and the courts have never directly confronted the question. To legal scholars Robert Nida and Rebecca L. Spiro, writing in 1999, the president should be able to self-pardon, largely because the Constitution does not say he is forbidden from doing so.
On the other hand, law professor Brian C. Kalt argued in 1996 that a self-pardon is not allowed by the Constitution. He writes, “a presidential self-pardon … would only be plunder to take home after a career-ending disgrace ...” and that the president’s self-pardon would continue to benefit him even after leaving office, and even if he is impeached. Moreover, a self-pardon would be inconsistent with our separation of powers system.
Both sides offer compelling arguments. However, I lean in the direction of Nida and Spiro. The courts have usually given the president a lot of leeway on clemency questions. It’s likely that a self-pardon would end up in front of the Supreme Court. From there, they could find a self-pardon appropriate or not. In fact, it’s entirely possible that they could rule that a self-pardon is permissible, and point out that the remedy for abuse of clemency is what the framers of the Constitution intended for any abuse of power: impeachment.
Should he?
Whether or not Trump could pardon himself is a different question from whether he should, of course. Considerations related to impeachment play a role here, too, even if it may seem a remote possibility while the House of Representatives and the Senate remain under Republican control.
In 1915, the Supreme Court decided in Burdick v. United States that a pardon “carries an imputation of guilt and acceptance of a confession of it.” If President Trump indeed granted himself a self-pardon, it could be seen as a confession that he needed one. Though the pardon would wipe away his legal problems, he would be creating new political complications. The standard for impeachment, “treason, bribery, or other high crimes and misdemeanors” is not criminal, it’s political, so an acknowledgment of guilt made via a self-pardon could actually become a starting point for impeachment.
Thus, while legally speaking, President Trump has a green light to pardon others, he should carefully consider whether a self-pardon, for all of its obvious benefits, is really worth the risk.

Scaramucci on WH leakers: "They're going to get fired"
New White House hire Anthony Scaramucci has a message for anyone leaking information from the White House: don't leak or you'll be fired.
"Tomorrow I'm going to have a staff meeting. And it's going to be a very binary thing. I'm not going to make any prejudgments about anybody on that staff. If they want to stay on the staff, they're going to stop leaking," Scaramucci, the incoming White House communications director, said Sunday on CBS News' "Face the Nation."
"If you're going to keep leaking, I'm going to fire everybody. It's just very binary," he said.
He also called people who are "standing around" the president and leaking information "un-American."

Scaramucci said he is going to work on changing the White House "culture" to help prevent further leaks, calling them "unprofessional and harmful." He also addressed one of President Trump's recent tweets that mentioned leaking.

"I think the gist of that leak basically or that tweet I should say is that he's not going to pardon anybody. He doesn't need to pardon anybody," Scaramucci said Sunday. "And it's just really about the leaking that is actually injurious to the government, felonious to the government."
He added, "There's no need for him to pardon anybody. But he just doesn't like the fact that he has a two-minute conversation in the Oval Office or in his study and that people are running out and leaking that."
Mr. Trump's tweet followed his outside lawyer's denial to CBS News that his legal team was exploring issuing pardons, despite reports to the contrary.
Jay Sekulow, a Trump legal team member, told CBS News chief White House correspondent Major Garrett that pardons were not being discussed and are not on the table.
Scaramucci, who made his first public appearance as the new White House communications director on Friday, said that in his new role, he is going to operate "a strategy that is going to knock the socks off of people."
When pressed on past financial and political support of Democrats, Scaramucci defended his history, saying, "I don't like attacking people personally. I like debating policy."
"I think it is nonsensical and more Washington nonsense that we have to take this political purity ideological test. So if I said I was for something and now I'm against something, that makes me a hypocrite. I don't believe in that. I think it's stupid. And I want to subordinate my political views to the views of the president and his agenda," said Scaramucci.
Scaramucci made the comments a day after he tweeted that he would be deleting a series of past comments on social media that seemingly contradicted the administration's viewpoints -- an action he claimed was an effort to be more transparent.

Bernie Sanders might be considering running for president again.
When one of Sanders' associates was asked if the 75-year-old had begun to think about another run, the associate said, "Yes, is the answer."

Even though Sanders hasn't publicly said he has plans to run again, his actions might be confirming just that.
Sanders visited Iowa, a state he narrowly lost to Hillary Clinton during the Democratic primary, and has plans to visit again to promote his new book "Bernie Sanders: Guide to Political Revolution."

He's also held campaign-style rallies in West Virginia, Kentucky and even toured across Republican-heavy states.
Sanders' campaign manager, Jeff Weaver, said Bernie Sanders is "keeping the door open" for a second White House run. The Vermont Senator is an independent, but if he does decide to run, one former campaign advisor believes he will run as a Democrat.
Some recent polls suggest Sanders and former Vice President Joe Biden would be favorites in a 2020 race against President Trump.

HPV vaccine: Why aren't children getting it?
Cancer is a subject of enormous complexity. And imagine this: a vaccine that can actually prevent cancer … if only people would take it. Here's Dr. Tara Narula:
One in four Americans -- about 80 million of us -- are infected with the human papillomavirus, or HPV.
It's the most common sexually transmitted infection, although most people don't develop symptoms or health problems. But around 30,000 cases of HPV-associated cancers occur in the United States every year.
HPV is the main cause of cervical cancer in women, and the cause of many vulvar, vaginal, throat, tongue, tonsilar, anal and penile cancers.
The good news is there's a vaccine for HPV which can prevent the majority of these cancers. It's recommended for all kids ages 11 or 12 years, before they're exposed to the virus, which is when it works best.
Here's the bad news: only 63% of girls and 50% of boys are getting the vaccine. It's the most underutilized immunization for children.
For cancer doctors, this is a public health crisis. So who is responsible?
The problem lies in part with pediatricians and other providers who haven't been aggressive enough in talking to parents about it. Studies show that a forceful endorsement from a physician is the most important factor in whether children get the vaccine.
But parents are also a big factor here. Many choose to skip the vaccine rather than acknowledge their child will eventually be sexually active. A recent TV ad portrays adults diagnosed with cancer asking their parents: "Who knew that there was something that could have helped protect me from HPV when I was 11 or 12, way before I would even be exposed to it? Did you know? Mom? Dad?"

For others, there's concern about the safety of the vaccine. But dozens of studies confirm it's safe.
Finally, consider this: Canada, Australia, the U.K., even Rwanda have HPV vaccination rates nearly DOUBLE ours.
The CDC has been trying to get the message across: the HPV vaccine prevents cancer. It saves lives.
We need to do better at protecting our children from cancers they never need to get.

The HPV vaccine that helps prevent cervical cancer in women also might lower the risk in young men of oral infections that can cause mouth and throat cancers, a new study finds.
These cancers are rising fast, especially in men, and research suggests that HPV, the human papillomavirus, is spreading through oral sex. The actor Michael Douglas brought attention to this risk several years ago when he blamed his cancer on it.
This is the first study of whether the vaccine might prevent oral HPV infections in young men, and the results suggest it can. No men who had received at least one dose were later found to have infections of HPV strains linked to cancer, but more than 2 percent of unvaccinated men had them.
"There may be additional benefits to vaccinating your son or daughter" besides the problems the vaccine already is known to prevent, said Dr. Maura Gillison of the University of Texas MD Anderson Cancer Center.

HPV is very common -- most sexually active people have been exposed to it. Some types cause genital warts. Usually, the virus causes no symptoms and goes away, but some people develop long-lasting infections of strains that can cause cancer.
The vaccine was approved in 2006 to prevent cervical cancers in women, and later, for some others including anal cancer in men. But acceptance has been slow - only about half of those eligible are getting it now, according to the latest information.
Now, awareness is growing of HPV's other risks - oral infections are blamed for 70 percent of cancers in the mouth and back of the throat. About 11,600 of these occur each year in the U.S. and rates are rising 5 percent per year. They're four times more common in men than women.
There are now more mouth and throat cancers caused by HPV in the U.S. each year than there are cervical cancers.
Oral sex is the main risk factor for getting an HPV infection in the mouth or throat, Gillison said. While "oral sex does not give you cancer," the infection in rare cases can develop into cancer over many years, she explained.
She led the study, funded by the National Cancer Institute, while previously at Ohio State University. Researchers interviewed 2,627 men and women ages 18 to 33 years in a national health study from 2011 to 2014 about whether they had been vaccinated, and tested oral rinse samples from them for HPV.
Infections with worrisome HPV strains were found in far fewer people who had received any shots -- an 88 percent lower risk. The results in men were striking -- no infections in the vaccinated group versus 2.13 percent of the others.
The study was observational, so it can't prove the vaccine was responsible. But it may no longer be ethical to do an experiment where one group gets no vaccine, because its benefits for preventing other cancers is known. It might be possible to do such a study in people over 26, the age limit now for HPV vaccination, Gillison said. If a benefit were shown, it might lead to expanding the group for whom the vaccine is recommended.
The bottom line is that the vaccine helps, and "so few people who should be getting it are," said Dr. Richard Schilsky, chief medical officer of the oncology society who had no role in the study.
Scott Courville wishes it existed when he was young. The 43-year-old construction inspector from St. Martinville, Louisiana, was treated last year for HPV-related tonsil cancer that spread to lymph nodes.
"I went through 33 rounds of radiation and six rounds of chemotherapy," lost 100 pounds, and now has damaged taste buds and sinuses, and constant ringing in his ears, he said.
His three teenaged sons and stepsons are getting the vaccine.
"There was no question at all" that they would, only how soon, he said.
Tom Jackson also had an HPV-related tonsil cancer, found in 2013, and works to fight stigma over an infection that is largely sexually spread.
As a school board trustee in Houston, "I believe strongly that all children should receive all vaccinations," Jackson said. "The horror of HPV cancer is tremendous," and not to be "whitewashed" by squeamishness or reluctance to discuss prevention, he said.
The vaccines are recommended mostly for young people, ideally before they're exposed to HPV.
Merck's Gardasil is approved in the U.S. for females 9 through 26 to prevent cervical, vulvar, vaginal and anal cancers and genital warts. For males ages 9 through 26, it's approved for preventing anal cancer and genital warts. A newer version of Gardasil that includes more HPV virus types is approved for males 9 through 15.
GlaxoSmithKline's Cervarix vaccine is approved for females 9 through 25 to prevent cervical cancer.
All require two or three shots, depending on age.
Other ways to help prevent oral HPV infections are limiting the number of sex partners and not smoking. Condoms or dental dams may help.
Signs and symptoms of mouth and throat cancers may include a long-lasting sore throat, earaches, hoarseness, enlarged lymph nodes and pain when swallowing.

NEW HAVEN, Conn. -- Nury Chavarria is defying an order to return to her native Guatemala, taking refuge at a New Haven church instead.
"I love this country," Chavarria said.
Since entering the U.S. illegally in 1993, she's had four kids.
"She is not a criminal," said her youngest daughter, Hayley Chavarria. She is calling on President Trump to allow her mother to stay.
"Don't separate my family," she said.

Arrests of undocumented immigrants have risen since Mr. Trump took office, though deportations have dropped.
"They are not allowed to come without permission," said Attorney General Jeff Sessions.
In Philadelphia on Saturday, Sessions called on local officials to help the government crackdown on illegal immigration.
"And if they commit a crime while they're in here, my goodness, what right do they have to demand that they not be deported?" Sessions said.

But many cities across the country have refused to cooperate and several churches have taken in undocumented immigrants facing immediate deportation.
While Immigration and Customs Enforcement can make arrests at places of worship, agents tends to avoid them unless they have prior approval from a supervisor or what they deem "exigent circumstances."
Chavvaria's supporters point out she has never committed any crimes.

"Because of the election last November, all of that changed for her," said Sen. Chris Murphy (D-Conn.). "She was a marked woman because she had done everything that was asked of her."
But an ICE spokesman says Chavvaria was given at least two orders to leave and failed to comply. An immigration advocate working with Chavvaria says plans to stay at the church while she appeals in court.

LONDON -- It was a typical phone call between two boys playing and their mother, who was on vacation in France. It was brief - the boys wanted to get back to playing with their cousins, not spend time on the phone chatting.
The brevity of that 1997 call troubles Prince William and Prince Harry to this day - for their mother, Princess Diana, would die in a car crash that night.
"Harry and I were in a desperate rush to say goodbye, you know 'see you later'... If I'd known now obviously what was going to happen I wouldn't have been so blase about it and everything else," William says in a new documentary. "But that phone call sticks in my mind, quite heavily."

Harry tells the filmmakers the final chat is something he will regret until the end of his days.
"Looking back on it now, it's incredibly hard. I'll have to sort of deal with that for the rest of my life," Harry said. "Not knowing that was the last time I was going to speak to my mum. How differently that conversation would have panned out if I'd had even the slightest inkling her life was going to be taken that night."
The ITV documentary "Diana, Our Mother: Her Life and Legacy" is airing Monday on British TV. Excerpts from the film, and new family photographs, were released Sunday.
The show is one of a series of tributes to Diana expected as the 20th anniversary of her death on August 31, 1997, approaches.

It is only in the last year that William and Harry have spoken openly in public about their feelings about the sudden loss of their mother. William - second-in-line for the British throne after his father Prince Charles - was only 15 at the time. Harry was only 12.
Earlier this year, William and Harry released a video promoting mental health, and said they didn't talk about Diana's death -- even to each other -- for years.
"I always thought to myself, what's the point in bringing up something that's only going to make you sad? It ain't gonna change it. It ain't gonna bring her back," Harry said.
The ITV documentary chronicles Diana's charitable works, including her historic outreach to AIDS victims and her campaign to ban land mines.

In 2016, Harry told CBS This Morning's Norah O'Donnell that he hoped his mother would be "incredibly proud" of the work he's done in creating the Invictus Games for veterans.
"I hope she'd be sitting up there having her own little party and looking down thinking what we've achieved because it's a massive team effort. What we've achieved is absolutely brilliant," he said.
William and Harry also stress their mother's fun-loving side, which they say the public generally didn't see.
"Our mother was a total kid through and through. When everybody says to me 'so she was fun, give us an example,' all I can hear is her laugh in my head," says Harry.
William tells a story that reveals the privileged life they led as children - one day, Diana surprised him by having three of the world's top models waiting for him when he got home from school.
"She organized when I came home from school to have Cindy Crawford, Christy Turlington and Naomi Campbell waiting at the top of the stairs. I was probably a 12 or 13-year-old boy who had posters of them on his wall," William said. "I went bright red and didn't know quite what to say. And sort of fumbled and I think pretty much fell down the stairs on the way up."
William says he frequently tells his children - Prince George, 4, and Princess Charlotte, 2 - about Diana so she can be a presence in her grandchildren's lives.
"She'd be a lovely grandmother. She'd absolutely love it, she'd love the children to bits," he said.
