THE ONLY TIME WHEN ANYTHING LIKE THIS MAY HAVE HAPPENED BEFORE IS AS A PART OF THE JAPANESE INTERNMENT DURING WWII, UNDER ONE OF MY PRIOR HEROES, FRANK DELANO ROOSEVELT. Government accused of giving migrant kids psychotropic drugs despite court order barring it

Immigrant children held at a Texas detention facility are being given Zoloft and other psychotropic medications, despite a judge's order to stop doing so, attorneys said in a Friday court filing.

Earlier this year, civil rights attorneys presented written statements from children held at the Shiloh Residential Treatment Center claiming to have been given injections and forced to take pills, including what lawyers said were "antipsychotics with very limited FDA-approved uses in children and adolescents."

In response to the filings, U.S. Central District of California Judge Dolly Gee wrote in a July 30 order that the federal Office of Refugee Resettlement (ORR), which oversees Shiloh and other migrant shelters, needed either parental consent or court authorization before children in its care could be medicated. Gee has since appointed a private attorney to monitor the government's compliance with the order, a decision the government has argued against.

But in Friday's filing, attorneys for the children wrote that the government "is almost certainly not complying" with the order.

"Children detained at the Shiloh Residential Treatment Center and elsewhere report that ORR continues to administer them psychotropic drugs without informed parental consent or court order," attorneys for the Center for Human Rights and Constitutional Law wrote. They included examples from four detained children and one child's aunt.

One 17-year-old, whose name is redacted, said many of the drugs administered daily are done so without explanation.

"At Shiloh they give me three medications in the morning: Zoloft and two others they haven't explained, and four medications in the night: melatonin and three others they haven't explained to me. I see the doctor every two weeks. He tells me the drugs I need to take, but doesn't explain why," the teen, who has been at Shiloh for five months, wrote on Oct. 18. "The drugs make me feel really tired and sluggish. I have trouble concentrating in class. Sometimes I have stomach pain and a lot of headaches. Sometimes I feel numb on one side of my body. I tell the doctor about these problems, and he says it is all normal."

A CBS News email to Shiloh's program director was not immediately returned.

Another 17-year-old from Guatemala described 14 months of waiting to be transferred into the custody of their mother, who lives in Indiana. The teen's last seven months in federal custody have been at Shiloh, where the teen is given "three medications in the morning, one at noon, and three at night."

"I have been told that the medications are supposed to help me, but I don't remember why. My stomach hurts almost every day. ... As far as I know, my mom has not given permission for me to take the medication," the teen said.

The statements are part of the latest filing in the decades-old dispute over standards for the care of immigrant minors in government custody. Attorneys at the Center for Human Rights and Constitutional Law say the federal government is currently violating those standards.

In July, lawyers in the same case filed statements from migrants who described frigid, hungry days in "ice boxes" and "dog pounds" — nicknames for the facilities where they were initially taken after being apprehended by federal authorities.

In response to an email from CBS News, a spokesperson for the U.S. Department of Health and Human Services, which oversees ORR, said the agency plans to submit a reply by Friday.

THE ONLY THING I FEAR ABOUT IT IS THAT THE TOTALLY UNETHICAL RULERS ARE LIKELY TO CUT DOWN ON THEIR GOVERNMENT ACTIONS FOR THE PEOPLE. THIS IS ONE OF THE FIRST TIMES I HAVE ACTUALLY AGREED WITH HIS ACTIONS. AS THEY SAY, MONEY TALKS, AND I THINK THAT THE PLAN MIGHT ACTUALLY WORK.

WHAT I ALSO WANT TO SEE HIM DO, THOUGH, IS TO SET UP INTERNATIONAL TALKS AMONG THE NATIONS DOWN THERE TO ESTABLISH RESPONSIBLE ROLES FOR THEM TO CREATE A DECENT AND ACCEPTABLE LIFE FOR THE PEOPLE AND COOPERATION TOWARD A SYSTEM OF INTERNATIONAL LAWS OVER THE WHOLE AREA FROM TIERRA DEL FUEGO TO THE RIO GRANDE. EVEN BETTER, INCLUDE THE USA IN THAT GROUP AS WELL.

Trump: US to begin cutting foreign aid over migrant caravan

President Donald Trump has said the US will "begin cutting off" foreign aid to Guatemala, Honduras and El Salvador over the unfolding migrant crisis.

Mr Trump criticised the countries on Monday for allowing people to leave the region and come "illegally" to the US.

The comments mark the latest attempt by Mr Trump to revive a national conversation about immigration before the US mid-term elections.

The caravan of thousands is now making its way through Mexico towards the US.

In 2017, Guatemala received over $248m (£191m) in US aid. The same year, Honduras received $175m and El Salvador $115m, according to the US Agency for International Development.

Mr Trump accused the migrants of trying to illegally enter the US, but many of the families travelling towards the border are seeking asylum.

The migrants say they are fleeing persecution, poverty and violence in their home countries.

Without offering evidence, Mr Trump has also repeatedly suggested the caravan was politically motivated.

"The Caravans are a disgrace to the Democrat Party. Change the immigration laws NOW!'" he said in an earlier tweet.

Where are the migrants now?

On Sunday, the migrant caravan reached the town of Tapachula, approximately 37km (23 miles) from Mexico's southern border with Guatemala.

The Mexican authorities had earlier tried to stop them at a border bridge, but some managed to cross into Mexico illegally by boat over the Suchiate river.

"We have sunburn. We have blisters. But we got here. Our strength is greater than Trump's threats," migrant Britany Hernández told AFP news agency.

It is expected to take weeks before the caravan reaches the US-Mexico border, according to US media.

One of the closest border crossings in Brownsville, Texas is still over 1,000 miles (1,600 km) away from Tapachula.

The last leg of their journey will also have to wait until Mexico processes the group, and asylum claims can take up to 45 days.

Why is President Trump reacting so strongly?

Curbing illegal immigration was one of the main campaign promises Mr Trump made when he ran for president.

His Republican Party is facing mid-term elections on 6 November and could be unseated by Democrats in the House of Representatives. Immigration is the most important issue facing the US, say 15% of all voters.

While Mr Trump would not be in favour of allowing thousands of Central American migrants to enter the US, the caravan is exactly the kind of issue that could energise his supporters.

Mr Trump on Monday also urged people to blame Democrats for the border crisis, saying: "Remember the mid-terms".

Conservative media in the US have honed in on the president's claims that the group is full of people - and criminals - seeking to illegally enter the US, as well as his remarks blaming Democrats for the crisis.

Who are the migrants?

A group of about 1,000 Hondurans set off on foot from a bus terminal in the crime-ridden city of San Pedro Sula on 13 October in an attempt to escape unemployment and the threat of violence.

Many of them had become aware of the caravan after a former lawmaker had published a poster announcing the caravan on Facebook. News of it quickly spread on social media.

They have since been joined by other Central American nationals as they crossed Guatemala towards the Mexican border.

The region has one of the highest murder rates in the world and many try to flee gang violence.

Why have they formed a caravan?

Migrant caravans of this scale are a recent phenomenon. While Central Americans have long fled their homelands for the US and have sometimes joined forces along the way, the organised nature of these caravans is relatively new.

This is the second such caravan to leave Honduras this year. A similar convoy reached Tijuana on the southern border of the US in April after travelling 3,500km (2,175 miles).

That march was organised by a rights group calling itself Pueblo Sin Fronteras (people without borders) which says it is trying to draw attention to the plight facing the migrants at home and the dangers they run during their attempts to reach safety in the US.

For the migrants, especially the most vulnerable ones such as the elderly and mothers with small children, the caravan offers more security than setting off on their own.

Migrants are often kidnapped by people traffickers and drugs gangs who force them to work for them. A large group is harder to target and therefore offers more protection.

How many migrants make up the caravan?

The exact number is hard to determine as the group has split up. Some are already in the Mexican city of Tapachula while others are still at the Guatemala-Mexico border.

Some estimates put the number of migrants who left Ciudad Hidalgo for Tapachula on Sunday at 5,000 while a Mexican federal police commander gave a lower number of 3,000. Another 1,500 migrants are estimated to be waiting to cross at the Guatemalan side of the border.

A newly formed group of 1,000 mainly Honduran migrants has also set off for the US.

What have Central American nations and Mexico done?

Honduran President Juan Orlando Hernández urged citizens not to join the caravan. His country has also sent buses to the Mexico-Guatemala border to repatriate those who may have changed their minds about heading to the US or who are simply too exhausted to carry on.

According to official figures, 3,400 Hondurans who had formed part of the caravan have returned to their homeland.

Mexico said it would stop those who did not have passports or the correct visas at its southern border. But faced with thousands of migrants and after initial clashes, riot police got back on the buses that had brought them to the border bridge.

About 900 migrants crossed the river and made it into Mexico, without the police intervening.

Mexican officials say they have been encouraging the migrants to apply for asylum and that more than 1,000 have started the process. Those whose claims are rejected by Mexican officials will be deported.

What the migrants say
Those who managed to cross into Mexico expressed their joy at having it made that far. Many shouted "Yes, we could!" and "we won't stop".

"We're exhausted, it's been a terribly difficult journey but we have hope: we've made it to Mexico, which means a lot to us," a migrant called José Luis told BBC Mundo.

A woman called María, who is taking part in the caravan with her husband and her two small children, told BBC Mundo's Ana Gabriela Rojas: "We are very happy to be here and we ask Mexican authorities and people to let us pass through. We are just looking for a job and better living conditions."

Independent Senator Bernie Sanders of Vermont has a warning for Democrats who are hopeful a “blue wave” of liberal voters will flock to the polls in a few short weeks to cast their ballots for Democratic candidates.

“I know a lot of people talk about this blue wave and all that stuff. I don’t believe it,” Sanders told The Hill’s TV program, Rising, in a pre-recorded interview that aired Monday.

Instead, Sanders said, it’s more likely that just a handful of votes could decide whether Democrats take control of the House, resulting in a “very, very close” situation. If the Democrats do take control, as they’re projected to do, Sanders said the House would be an “entity able to stand up to Trump.”

The grim warning came from the progressive senator as he sat next to Democratic candidate J.D. Scholten running to unseat incumbent GOP Congressman Steve King of Iowa. Sanders was in Iowa over the weekend campaigning for Scholten and Deidre DeJear, the Democratic nominee running for Iowa secretary of state.

Bernie, a self-described democratic socialist and former candidate for the Democratic presidential nomination, has been considered one of several people who may toss their hat into the ring to challenge Trump in 2020.

In order to take control of the House for the first time since 2010, Democrats need to flip 24 GOP seats and maintain the 194 they currently have. As of Monday, FiveThirtyEight gave the Democrats an 86 percent chance of gaining the majority. It forecasted that seats gained by Democrats would be more than the required 24, projecting the average gain to be 40 seats.

However, as Sanders alluded to, those indicators are not always accurate. Nearly every major poll and forecasting service projected Clinton would beat Trump in 2016, including FiveThirtyEight. While the site’s prediction for the electoral college results was wrong, its prediction that Clinton would win the popular vote by a few percentage points was more accurate.

Apart from his warning, Sanders did say that he believed Democrats “absolutely” had the possibility of regaining support from rural voters, specifically farmers. Scholten is running to unseat King in the state's rural 4th Congressional District.

“Look, what the Republican Party is today—and I know some people think I’m being overly partisan, but I’m really not—this is a party that worked as hard as they could to give a trillion dollars in tax breaks to the top 1 percent and to incredibly profitable large corporations,” Sanders said.

During a rally for Ted Cruz in Houston Monday night, President Donald Trump rejected globalism and declared himself a “nationalist,” encouraging others to use that word.

Since the inception of his campaign for president, Trump has declared that, unlike his immediate predecessors, he would be prioritizing the interests of Americans over the rest of the world, leading to his campaign slogans of “America First” and “Make America Great Again.”

On Monday, he coined a new term for his beliefs.

"You know what a globalist is, right? A globalist is a person who wants the globe to do well, frankly, not caring about our country so much,” Trump said. “You know what, I’m a nationalist. Use that word, use that word.”

The president has long declared himself an opponent of so-called “globalism” and has taken steps to remove the United States from a number of international treaties. He has also instituted tariffs on foreign countries, including some of the U.S.’ closest allies, and begun trade wars, claiming that the U.S. was being exploited. Earlier this month, Trump tore up the North American Free Trade Agreement (NAFTA), replacing it with the United States-Mexico-Canada Agreement amid a tense standoff with Canada.

Trump has also pulled out of the Iran nuclear deal and the Paris climate accord, despite widespread opposition from the United States’ allies.

For opponents, Trump’s use of the word “nationalist” is likely to be used to direct further criticism at the president. In its simplest terms, “nationalism” is defined as “loyalty and devotion to a nation,” according to Merriam-Webster. Critics, though, have pointed to the dangers of nationalist movements in precipitating wars.

Trump’s rejection of globalism was championed by his one-time campaign chief and later chief strategist in the White House, Steve Bannon. As head of Breitbart News, Bannon called the publication “the platform for the alt-right,” a movement that comprises white nationalism, racism and populism.

Bannon left the White House in August 2017 amid the fallout from a deadly white nationalist rally in Charlottesville, Virginia. Trump was widely condemned after the rally for saying that “both sides” were to blame and that there were “very fine people, on both sides.”

Trump’s declaration of being a “nationalist” came amid his attacks on a caravan of Central American migrants making its way through Mexico toward the southern border of the U.S. During the rally, Trump, who has called for military intervention to stop the thousands of migrants from crossing the border, repeated his false claim that Democrats were funding the caravan. Earlier in the day, Trump claimed without evidence that there were “unknown Middle Easterners” in the caravan.

3 more Proud Boys members arrested for violent NYC brawl

NEW YORK — Three more members of the far-right group known as the Proud Boys were arrested and charged on Monday, more than a week after a violent brawl on the streets of Manhattan. The New York Police Department had already arrested two other Proud Boy members in connection to the melee.

Police arrested Irvin Antillon, 41, of Queens, New York, and Douglas Lennan, 40, of Northport, New York, on charges of riot and assault, the NYPD said Monday. A third man, Maxwell Hare, 26, of Harrisburg, Pennsylvania, has been charged with gang assault, assault, riot and criminal possession of a weapon.

The Proud Boys' founder and leader, Gavin McInnes, previously said he had been arranging the surrender of members wanted by the NYPD.

John Kinsman, 39, was arrested Friday morning. He was charged with attempted gang assault, attempted assault, riot and criminal possession of a weapon. At his arraignment, prosecutors called Kinsman the "single most vicious" member of Proud Boys, the New York Post reported.

The NYPD said it had been seeking the arrest of up to nine Proud Boys in connection to the brawl after McInnes' speech at the Metropolitan Republican Club on Oct. 12. Geoffrey Young, 38, was arrested Thursday.

The NYPD told The New York Times last week that it had opened a "regular criminal investigation" into the group.

The altercation between the Proud Boys members and anti-fascist protesters, or antifa, broke out about a block away when six people dressed in black and wearing masks confronted Proud Boys members, NYPD's Chief of Detectives Dermot Shea said Oct 15. One of those dressed in black threw a bottle at the Proud Boys group and a fight ensued for about 38 seconds until uniformed officers intervened.

In a separate incident that night, police said three protesters were arrested after allegedly stealing a backpack from a man.

Slurs and expletives can be heard in video showing the fight, as men kicked and punched several protesters on the sidewalk. The NYPD released footage showing the altercation from an alternate angle in hopes of identifying the participants.

McInnes, 48, who co-founded Vice Media and left the company in 2008, created the Proud Boys in 2016. The club's Facebook event for the speech described him as the "rebel of the right" and "banned from Twitter – this Godfather of the Hipster Movement has taken on and exposed the Deep State Socialists and stood up for Western Values."

But the Southern Poverty Law Center says the Proud Boys and their leaders "regularly spout white nationalist memes and maintain affiliations with known extremists."

The Metropolitan Republican Club has defended their decision to invite McInnes in a statement to BuzzFeed News: "Gavin's talk on Friday night, while at times was politically incorrect and a bit edgy, was certainly not inciting violence."

Ahead of the speech, vandals smashed windows, filled a keypad lock with glue and spray-painted the doors of the Metropolitan Republican Club. A note left at the scene said the damage was "just the beginning."

Proud Boys is a far-right organization that admits only men as members, with a presence in the United States, Canada, Australia, and the United Kingdom.[1][2] [3][4] It was started in 2016 by Vice Media co-founder and former commentator Gavin McInnes. Proud Boys emerged as part of the alt-right, but in early 2017 McInnes began distancing himself from the alt-right, saying the alt-right's focus is race while his focus is what he defines as "Western values", a view which has been termed alt-lite. This re-branding effort intensified after the Unite the Right Rally.[5][6] The organization has been described as a hate group by the Southern Poverty Law Center[7] and NPR's The Takeaway.[8] While the group claims it does not support white supremacist views, its members often appear at racist rallies and events.[9] The organization glorifies violence, and members participate in violence at events it attends; it has been called an "alt-right fight club".[9][10][11]

The group takes its name from the showtune "Proud of Your Boy," a song cut from the Disney film Aladdin, in which the title character apologizes to his mother.[12][13]

Russian national charged with conspiracy to meddle in 2018 midterm elections

A Russian national has become the first person charged by the U.S. for conspiring to interfere in the 2018 midterm elections, according to the FBI and Justice Department. Elena Alekseevna Khusyaynova is alleged in the indictment to have participated in a conspiracy to "sow discord in the U.S. political system and to undermine faith in our democratic institutions.

The government says that the conspiracy is also part of a 2016 influence operation that dates back to at least May 2014.

Forty-four-year-old Khusyaynova, of St. Petersburg, was the chief accountant of "Project Lakhta," an effort funded by Russian oligarch Yevgeniy Viktorovich Prigozhin and two companies he controls, Concord Management and Consulting LLC, and Concord Catering, the indictment says. Prigozhin is close to Russian President Vladimir Putin and is often referred to as "Putin's chef."

Khusyaynova is accused of overseeing a $35 million budget from 2014 to 2018 that covered spending on activists, social media advertising, and promoting news postings on social networks. The Justice Department says that the proposed operating budget for 2018 alone was over $10 million.

John Carlin, former head of the Justice Department's National Security division, and author of "Dawn of the Code War," tells CBS News that Russia is spending millions to undermine American democracy.

"We're under attack now and our elections are at risk," he said. "There is no way this is taking place without the knowledge of Putin himself."

The indictment says that this was a large-scale operation overseen by a management group and notes that there with were several departments, including a graphics and design department, one devoted to analysis, and another to search engine optimization, as well as an IT, and a finance department.

Those involved in the conspiracy made extensive efforts to appear to be American political activists, and hide the fact that they were Russian. According to the indictment, the conspiracy "inflamed passions" on topics including immigration, gun control and the Second Amendment, the Confederate flag, race relations, LGBT issues, the Women's March, and the NFL national anthem controversy.

The conspiracy advised social media writers on how to write for U.S. audiences, suggesting in one instance that people of color who are LGBT are "less sophisticated" than those who are white. "Colored LGBT are less sophisticated than white; therefore, complicated phrases and messages do not work," the guidance said, according to the indictment. It went on to suggest that infographics "work well among LGBT and their liberal allies," but not so well with conservatives.

Conspirators were in one instance directed to message an August 2017 online news article, "McCain Says Thinking a Wall Will Stop Illegal Immigration is 'Crazy,'" in this way: "Brand McCain as an old geezer who has lost it and who long ago belonged in a home for the elderly. Emphasize that John McCain's pathological hatred towards Donald Trump and towards all his initiatives crosses all reasonable borders and limits."

Another article was to brand House Speaker Paul Ryan as "a complete and absolute nobody incapable of any decisiveness."

President Trump, addressing the news with reporters Thursday, said it had nothing to do with his campaign.

"It had nothing to do with my campaign," the president said. "All of the hackers and all everybody that you see — nothing to do with my campaign. If they're hackers, a lot of them probably liked Hillary Clinton better than me."

Earlier in the day, in a rare joint statement, the nation's top law enforcement and intelligence agencies issued a warning against what they described as "ongoing campaigns by Russia, China and other foreign actors, including Iran, to undermine confidence in democratic institutions and influence public sentiment and government policies."

"Elements of these campaigns," the statement said, "can take many forms, including social media to amplify divisive issues, sponsoring specific content in English-language media like RT and Sputnik, seeing disinformation through sympathetic spokespersons regarding political candidates and disseminating foreign propaganda."

The statement, issued by the Office of the Director of National Intelligence, Department of Justice, FBI and Department of Homeland Security, noted that there had not been any evidence, to date, of a compromise or disruption of election infrastructure.

Border patrol arrests of migrant family members hit all-time high in September, DHS says

A recent increase in migrants crossing into the U.S. from Mexico caused agitation at the White House this week and reportedly led to a heated shouting match between two of the president's top advisers

Border Patrol arrests of migrant families have been surging since the family separation policy ended earlier this year, with nearly 17,000 family members arrested in September. The Department of Homeland Security said that is the most on record for any month – and an 80 percent increase from July.

The recent surge is overwhelming government facilities and forcing Immigration and Customs Enforcement to quickly release migrants just hours after they're arrested.

Family apprehensions by the U.S. Border Patrol in Arizona increased by 121 percent this year as compared to last.

In an interview with "60 Minutes," President Trump was reluctant to say whether he'd reinstate the family separation policy.

"When you allow the parents to stay together, OK, when you allow that, then what happens is people are gonna pour into our country," Mr. Trump said. "We're looking at a lot of things. Really what we want to do is change the immigration laws."

Trump lacks legal authority to send military to U.S.-Mexico border

Parents told CBS News' Mireya Villarreal the administration's decision to pause the practice of separating families is one of the reasons they decided to cross the border now.

One woman says a guide told her that she wasn't going to be separated from her child, which is the reason she traveled to the U.S. now. Once groups cross into the U.S. illegally, they are actively searching for agents so they can turn themselves in. Border Patrol says smugglers are taking advantage of the uncertainty.

"So they think it's a free ticket to the U.S.?" Villarreal asked U.S. Border Patrol agent Daniel Hernandez. "Well that's the perceived notion and that's what smugglers are telling them and what they're selling that journey as," he said.

The United Church of Christ is one of seven Tucson churches that have become temporary homes for migrant families just released by ICE.

"The gates just opened very suddenly. I think we got 800 people," said Pastor Delle McCormick.

The fight for asylum now moves to closed courts. In the meantime, the United Church of Christ's doors will remain open.
