The UN Security Council passed a resolution 14-0 condemning the construction of Israeli settlements in east Jerusalem and the West Bank. The resolution called continuing construction in the Palestinian territory a “flagrant violation” of international law, and it called on Israel to halt all settlement activities in order to salvage a two-state solution.

The U.S. abstained from the vote, in a departure from past U.S. diplomatic practice of vetoing such a resolution in support of Israel.

U.S. Ambassador to the UN Samantha Power defended the U.S. abstention, saying, “We would not have let this resolution pass if it hadn’t addressed counterproductive steps by the Palestinians.” And she added that the vote “does not in any way diminish the United States’ steadfast and unparalleled commitment to the security of Israel.”

But the U.S. abstention was the stunning culmination of years of icy relations between President Obama and Israeli Prime Minister Benjamin Netanyahu. And it put Mr. Obama in open conflict with President-elect Trump on a key foreign policy matter at a time when they’ve been promising a smooth transition.

Israeli Ambassador to the UN Danny Danon was deeply critical of the Obama administration in Tweets following the vote.

Congressional leadership also condemned the vote. House Speaker Paul Ryan called the vote “shameful.”

“Today’s vote is a blow to peace that sets a dangerous precedent for further diplomatic efforts to isolate and demonize Israel,” he said in a statement. “Our unified Republican government will work to reverse the damage done by this administration, and rebuild our alliance with Israel.”

Sen. Chuck Schumer, D-New York, who will be the new Senate minority leader, says he has urged the administration to veto the resolution -- “an abstention is not good enough,” he wrote in a statement Friday, and he accused the U.N. of “one-sidedness” and an “anti-Israel bias” on the settlements issue.

On Friday, an Israeli official said Mr. Obama and Secretary of State John Kerry “secretly cooked up with the Palestinians an extreme anti-Israeli resolution behind Israel’s back, which would be a tail wind for terror and boycotts and effectively make the Western Wall occupied Palestinian territory.” The official, who wasn’t authorized to be quoted by name, also praised Trump for heading off the resolution on Thursday.

Israel knew the U.S. was coordinating an “ambush” with the Palestinians, said another Israeli official, who similarly demanded anonymity.

A senior Obama administration official fired back, saying Egypt championed the resolution “from the start” and crediting “other Security Council members, not the United States,” for the renewed push. Friday’s resolution was sponsored by New Zealand, Malaysia, Senegal and Venezuela.

The U.S., along with the Palestinians and nearly all of the international community, considers Israeli settlements in the West Bank and east Jerusalem obstacles to peace. Some 600,000 Israelis live in the two territories, which Israel captured in the 1967 Mideast war.

Mr. Trump has signaled he will be far more sympathetic to Israel. His campaign platform made no mention of the establishment of a Palestinian state, a core policy objective of Democratic and Republican presidents over the past two decades. He also has vowed to move the U.S. Embassy from Tel Aviv to Jerusalem, potentially putting the U.S. at odds with the Palestinians and almost the entire remainder of the international community. Trump’s pick for ambassador to Israel, Jewish-American lawyer David Friedman, is a donor and vocal supporter of the settlements.

Stephen Colbert weighs in on Trump's election, offers advice

The “Late Show’s” Stephen Colbert talked about the election of Donald Trump, what it takes to tell jokes about the president-elect, and he offered some advice for Mr. Trump in the White House during an interview on CBS’s “Face the Nation.”

Colbert reflected on the live election night special he did on Showtime and his team’s lack of preparation for a Trump victory.

“As soon as I knew the outcome, I knew that I would have to throw out everything I had planned because we had four possible outcomes,” Colbert said.

The first scenario was that Hillary Clinton would win, the second was that Mr. Trump would win, but no one would know until the morning, the third was that he was going to win and they saw it coming and the fourth scenario became reality, which they weren’t prepared for.

“Then there was, ‘He’s gonna win and we know he’s gonna win.’ And that was the one that we prepared nothing for...on purpose,” he said.

Colbert explained that a joke is derived from what someone says and how they behave, and he said the closer someone is to the way they behave, it’s less fun to write jokes about them.

“Donald Trump speaks one way and behaves in another, you know? It’s not-- not even 180 degrees. There’s some odd, oblique angle going on with him,” Colbert said, adding that there are endless possibilities for jokes about Mr. Trump. “The balls come over the plate with him like shotgun pellets. It’s not like one pitch at a time. Like, you look at something that’s happening, like, well, which one of those balls are we gonna swing at? What he’s talking about or how he’s saying it? Or who he’s saying it to? And what time? And over Twitter?”

Asked what the president-elect should read before taking office, Colbert said, “Well, the Constitution wouldn’t hurt because I’m not sure if he’s as familiar with it as one would hope, and it’s a pretty good read.”

He later elaborated further and advised Mr. Trump to read the plaque, “The buck stops here” and realize that he must take full responsibility now.

“He’s famous for blaming other people for something going wrong,” Colbert said. “That’s over. The buck stops at that desk. And I hope he’s read it because the first time he blames something else for somebody-- the first time he blames somebody else for something that he did, I think even people who like him will lose faith because-- however you feel about the president, you’ve got to take the punch.”

Colbert said he’s looking forward to being surprised, which he said is “the great thing about Donald Trump.”

“Mr. Trump is such a large figure, that he will continue to be, I think, the story that we can tell with jokes on a daily basis because he keeps breaking rules or norms,” he said. “He keeps on breaking norms. And the breaking of those norms is such a surprising thing that it’s, like, a firecracker every day. And you get to report on the sound of that firecracker every day.”

PHOENIX -- A 3-year-old Arizona’s boy celebration of his adoption is a huge hit.

Dezhianna “Dae” Brown’s Twitter post of photos of her adoptive brother Michael had more than 55,000 retweets and nearly 140,000 likes by Friday afternoon -- three days after it was posted.

In one shot taken at court, he raises his fist in the air. Another shows him posing with Brown and another adoptive sister.

“Forever family,” the post says, followed by a heart and “#adopted.”

A sign Michael holds in one of the pictures indicates he spent 832 days in foster care. The little boy is now a member of a family living in Phoenix’s Peoria suburb.

Brown says Michael was “super-shy” when placed with family as a foster child in early 2015 but has since opened up and bonded with her family. Brown told The Associated Press in an interview Thursday that her mother, Tara Montgomery, adopted Michael on Tuesday.

Court spokesman Vincent Funari said he could not discuss a child dependency case.

MOSCOW -- President Vladimir Putin said he sees “nothing unusual” in Donald Trump’s pledge to strengthen the U.S. nuclear forces, saying the statement is in line with the U.S. president-elect’s campaign promises.

Speaking at an annual news conference Friday, Putin also said Russia’s military is stronger than that of any potential aggressor, though he admitted that the U.S. has a bigger military.

“Indeed, they have more missiles, more submarines and more aircraft carriers, we aren’t arguing with that, but we are simply stronger than any aggressor.”

Putin says the Russian military modernization helped strengthen the nation’s nuclear forces, adding that Russian military’s nuclear missiles can penetrate any missile defense.

Putin said Russia had to develop the capability after the U.S. in 2001 opted out of a Cold War-era treaty banning missile defense systems. He added that “it’s not us who have been speeding up the arms race.”

He argued that the modernization of Russian nuclear forces is in line with existing arms control agreements, including the New Start Treaty with the United States.

He said that faced with the development of U.S. missile defense systems, Russia has developed nuclear weapons capable of piercing it.

On Thursday, Mr. Trump’s transition team had attempted to clarify the president-elect’s position on nuclear weapons.

“In his quest to keep us safe and secure, he’s putting the world on notice,” senior adviser Kellyanne Conway said on MSNBC that day. “What he’s saying is we need to expand our nuclear capability, really our nuclear readiness or our capability to be ready for those who also have nuclear weapons. … I think that we’re getting a little too far ahead of ourselves that he’s changing policy and making policy in a way that he did not intend.”

On Friday, MSNBC’s Mika Brzezinski reported that she had spoken with the president-elect regarding his tweet on the nuclear arsenal. Mr. Trump reportedly told Brzezinski: “Let it be an arms race because we will outmatch them at every pass and outlast them all.”

Putin also praised Mr. Trump for keenly feeling American voters’ mood to win the election, and he rejects the White House’s accusations of meddling in the vote. He said that Russia hopes to develop “businesslike and constructive relations that would benefit both Russia and the United States.”

In response to President Barack Obama, who said “Ronald Reagan would roll over in his grave” upon seeing recent poll results showing that more than one-third of Republicans view Putin favorably, Putin said Reagan would be happy to see his party win.

Putin also criticized the U.S. administration for trying to shift the blame for Hillary Clinton’s defeat by making claims of Russian interference.

Putin said U.S. Democrats should have apologized to American voters over the information revealed by hackers who posted Democratic National Committee e-mails.

Responding to accusations of Russian meddling in the U.S. election, Putin said that the hackers could have been located anywhere. He shrugged off Washington’s claims of their Russian affiliation.

Asked how he responded to Mr. Obama’s hacking accusations brought up in their conversation, the Russian leader said he never makes confidential conversations public.

Putin touched on several other topics at his end-of-year press conference:

Syria

Putin said it’s necessary to establish a cease-fire across the entire territory of Syria, to be followed by peace talks.

Putin said that now that Syrian government forces have taken full control of Aleppo, “the next stage should be a cease-fire on the entire territory of Syria and the launch of talks on a political settlement.”

He said the leaders of Turkey and Iran, which have helped broker the withdrawal of the remaining civilians and militants from Aleppo, have agreed that Syria peace talks should be held in Kazakhstan’s capital, Astana. He added that Syrian President Bashar Assad agrees to that.

Putin says that other regional players, including Saudi Arabia, could help contribute to peace efforts and the United States is welcome to join in.

Doping

Putin said Russia will continue efforts to eradicate doping but fails to accept the widespread belief in world sports of a state-backed cheating program.

He said Russia will work together with the International Olympic Committee and the World Anti-Doping Agency to uproot doping, but added that some of the accusations against Russia have been unfair.

He pointed at Grigory Rodchenkov, the former head of Russia’s national anti-doping laboratory, accusing him of forging doping evidence against Russian athletes at the behest of foreign forces he didn’t name. Putin said Rodchenkov was forcing Russian athletes to take illegal substances he had brought in from Canada, where he had previously worked.

A WADA investigation has revealed massive tampering with doping samples in what it described as a state-sponsored scheme. Russia has denied the accusations of state sponsorship of doping and promised to help fix the shortcomings.

Ukraine

Putin said that peace talks sponsored by France and Germany should remain the basis for efforts to settle the conflict in eastern Ukraine.

A peace deal brokered by Berlin and Paris in February 2015 has helped reduce the scale of fighting in eastern Ukraine, where more than 9,600 have died in battles between Ukrainian forces and pro-Russia separatists that erupted in April 2014. However, clashes have continued and political settlement has stalled.

Putin said at a news conference Friday that the “Normandy format hasn’t been highly effective but there is nothing else, and work in that format should continue or the situation will deteriorate.”

Responding to demands to release Ukrainian filmmaker Oleh Sentsov and other Ukrainians jailed in Russia, Putin has called for a comprehensive deal to free all prisoners, including those held in Ukrainian prisons.

Ambassador’s assassination

Putin said the killing of the Russian ambassador to Turkey will not hurt cooperation between the two nations. He said the killing of Ambassador Andrei Karlov on Monday was “an attack on Russia-Turkey relations.”

Putin noted that the killer was a police officer, saying it reflected a high level of “penetration of destructive forces” into the Turkish military and security forces.

Turkish officials have claimed that the killer had links to the organization of Fethullah Gulen, a preacher who has been living in exile in the United States. Gulen has rejected the allegations.

Putin said that despite the killing, Russia-Turkey relations will remain strong, noting cooperation with Ankara on Syria.

Economy

Putin said the nation’s economy is on the path to recovery, saying the Russian economy is expected to shrink by 0.6-0.7 percent this year - a much smaller decline compared to 2015 when it contracted by 3.7 percent.

Russia is enduring a deep recession in the wake of Western sanctions and the sharp drop in oil prices.

Putin said some sectors have posted growth this year, showing that the Russian economy is on the mend.

Despite the economic backdrop, Putin said hard currency reserves of the Russian Central Bank increased this year, from $368 billion to about $385 billion.

PALM BEACH, Fla. -- One of President-elect Donald Trump’s sons will stop directly raising money for his namesake foundation, saying he worries the donations could be perceived as buying access to his father.

Eric Trump said Wednesday that it pained him to cease soliciting donations for his organization, which he says has raised more than $15 million for children terminally ill with cancer. The foundation came under scrutiny recently after posting an online auction for coffee with his sister Ivanka.

“Fighting childhood cancer is a cause that has been central to my life since I was 21 years old,” Eric Trump told the Associated Press. “It’s an extremely sad day when doing the right thing isn’t the right thing. That said, raising awareness for the cause will be a lifelong mission for me.”

Trump, the younger of the president-elect’s two adult sons, has raised enough money over the last decade to fund a new intensive care unit at St. Jude’s Children’s Research Hospital in Memphis, Tennessee, which provides free medical care for children. But criticism mounted after an invitation offered a hunting trip with Eric or his brother Donald Jr. in exchange for donations of $500,000 or $1 million to a new charity that Eric Trump supports.

Both the coffee and hunting ventures have been scuttled.

The focus on the Eric Trump Foundation comes after Donald Trump relentlessly criticized his Democratic opponent for the White House, Hillary Clinton, for allegedly providing favors to donors to the Clinton Foundation while she was secretary of State. She has denied those allegations.

News of Eric Trump’s decision was first reported Wednesday by The New York Times.

Eric Trump said he will likely wind down the Eric Trump Foundation - which had just one employee - but plans to continue public advocacy against childhood cancer. About $5 million of a $20 million, 10-year commitment to St. Jude’s remains outstanding, money that likely will be raised by donations from patrons at Trump-owned hotels and golf courses.

Don Jr. and Eric Trump, who were among the Republican businessman’s closest campaign advisers and have played an active role in the transition, are planning to remain in New York to run the massive Trump Organization once their father takes office. Critics have demanded the president-elect divest himself from his business. He was to have addressed the future of the company at a press conference last week, but it has been postponed to January.

The future also remains murky for the Donald J. Trump Foundation, a separate charity run by the president-elect that solicited outside gifts and has been criticized for using donations to fund business interests.

CHICAGO - Chicago’s Office of Inspector General recommended firing two chief police detectives along with rank-and-file officers who are accused of providing false accounts of the fatal shooting of a black teenager by a white police officer, according to a report published Friday based on newly released documents.

Instead, Police Superintendent Eddie Johnson - who was promoted when Garry McCarthy was fired from the top police job after the release of a video of the shooting of Laquan McDonald - terminated only lower-ranking officers, the Chicago Tribune reported.

Chief of Detectives Eugene Roy was allowed to step down as he neared the mandatory retirement age and the highest-ranking officer at the scene of the McDonald shooting, Deputy Chief David McNaughton, also retired.

The newspaper reported that officials met in the days following the 2014 shooting, viewed the video and approved reports, even though the reports conflicted with footage showing McDonald veering away from officers as he was shot 16 times.

Inspector General Joseph Ferguson’s office recommended firing 11 police officers, including Roy, who supervised the department’s investigation into McDonald’s shooting. The inspector general found that Roy was “incompetent in the performance of his duties.” The inspector general recommended on Aug. 17 that Johnson fire Roy, but Roy retired Sept. 15, according to department records.

Johnson referred questions to a police department spokesman who wouldn’t discuss details of the report.

Officer Jason Van Dyke faces a first-degree murder charge in McDonald’s death. Van Dyke’s attorney, Daniel Herbert, told the newspaper that the inspector general’s documents show Johnson was unwilling to hold command officers responsible.

McDonald’s death prompted a probe of Chicago police practices by the U.S. Justice Department’s Civil Rights Division, which is expected to wrap up in the first months of next year.

Van Dyke is the first Chicago officer in nearly 35 years to be charged with first-degree murder for an on-duty fatality. A grand jury is deciding whether to indict other officers at the scene, who were fired for allegedly lying in their reports.

Pity both parents and the American housing market: Millennials are moving back home with their folks -- and they aren’t moving out.

Almost 40 percent of young adults lived with their parents, step-parents, grandparents and other relatives last year, or the highest point in 75 years, according to data from real estate analytics company Trulia. The only time in U.S. history when the share has been higher was in 1940, when the U.S. economy was regaining its footing from the Great Depression and the year prior to the country’s entry into World War II.

The number of millennials who fail to leave the nest has been climbing for the past 10 years, with the trend starting shortly before the Great Recession of 2008 but accelerating during the downturn and the recovery. The phenomenon is tied to a few factors, ranging from society shifts to economic headwinds. For one, Americans are delaying marriage and starting families. But the bigger issue may be the triple whammy of low wages, student debt and rapidly escalating rents.

“Even though unemployment rates have decreased and the economy is picking up, we know wages are stagnant, so this will impact this generation of homebuyers,” making it more challenging to save for a down payment, said Cheryl Young, senior economist at Trulia. “The millennials are getting married later and having fewer children, and that’s particular to this generation.”

The research echoes findings from the Pew Research Center earlier this year, which found that 32.1 percent of 18- to 34-year-olds lived at their parents’ homes in 2014, exceeding the 31.6 percent of young adults who were married or living with a partner in their own household. That marked a tipping point for the first time in modern history, since the norm for decades was for young adults to push out on their own after high school or college.

The last decade hasn’t been kind to America’s youngest generation of adults. They came of age just as the economy fell into a recession, which caused higher unemployment rates and tighter credit markets. While it was tougher to qualify for a mortgage following the recession, millennials were also taking on increasing amounts of student debt.

The typical undergraduate student borrower had $30,100 in student loan debt in 2016, a surge of 53 percent in just one decade, according to the Institute of College Access and Success.

Since the recession, housing prices have regained their footing. Rents have skyrocketed, thanks to the confluence of higher housing prices and the increased demand for rental apartments.

“For most people who take the traditional trajectory, you might rent, then you are ready to buy a home,” Young said. “But if people are living with relatives, it means they aren’t even able to rent. The rental prices are very high in some urban areas, and those are barriers for people to move out.”

Millennials are also earning less than Generation X took home at the same age, according to Pew. Millennial households in 2014 earned median income of $61,003, compared with an inflation-adjusted $63,365 for Gen Xers in 1998.

That’s created a perfect storm for parents and the real estate market: Homeownership rates for Americans in their 20s and 30s have plummeted, according to Harvard’s Joint Center for Housing Studies. It’s likely the impact will only worsen in the next few years since some young graduates have deferred their loan repayments, and those grace periods are coming to an end, the report predicted.

Slightly more than 35 percent of Americans under the age of 35 own their own homes, a decline of 8 percentage points from 2004, Pew found in a study published earlier this month. The decline was sharpest for lower-income Americans, as well people who are unmarried.

Still, Young notes that many millennials are buying homes. Because their generation is currently the largest among all age groups, millennials still make up the biggest share of first-time home buyers, even after accounting for the living-at-home trend. One challenge for first-time home buyers is the lack of starter homes, or lower-priced homes that tend to attract first-time home buyers, Young noted.

The living-at-home trend has been closely watched by the real estate industry because the formation of new households -- when young adults rent their own apartments or buy their own homes -- is part of the engine that drives the housing market. It also helps boost the economy as a whole, given that those new householders need to buy everything from furniture to kitchenware.

Baby boomers may feel a culture gap when their adult kids move back home. After all, when they came of age in the 1970s, only about 25 percent of their cohort living at home, or close to the lowest share since 1940.
