Hurricane Irma made landfall as a maximum-strength Category Five storm late Friday, US forecasters said, after leaving a trail of death and destruction on a string of Caribbean islands.

At 0300 GMT, the monster storm had made landfall on the communist island's Camaguey Archipelago, with the eye of the storm just 190 kilometers (120 miles) east-southeast of the Cuban city of Caibarien, and 300 miles south-southeast of Miami, according to the US National Hurricane Center.

It had maximum sustained winds of 260 kilometers per hour and was moving west at 20 kilometers per hour, also posing an increasing threat to the US state of Florida.

A watchdog group wants the feds to investigate some of the estimated 3,300 Russian-backed ads that appeared on Facebook during the 2016 presidential campaign.

Common Cause has filed a complaint with the Federal Election Commission, alleging that some of the ads violated federal laws that bar foreign interference in U.S. campaigns. In a second request, for investigations by the Justice Department and special counsel Robert Mueller, Common Cause says the ads "pose a direct threat to democracy and national security." Mueller is investigating whether there was any collusion between the Russian government and the Trump campaign during the 2016 election.

Facebook's chief security officer, Alex Stamos, wrote in a blog post on Wednesday that the ads cost about $100,000. He said they were connected to about 470 "inauthentic" Facebook pages and accounts, which seemed to be affiliated and "likely operated out of Russia."

The ads appeared over two years starting in June 2015, the same month Donald Trump announced his candidacy, Stamos said, and fell into two categories.

The Common Cause complaint takes aim at the small percentage that mentioned the election and named the candidates.

But the "vast majority" of the Facebook ads seemed to be intended to amplify "divisive social and political messages across the ideological spectrum" without referring to candidates or the election, Stamos reported.

The legal status of the ads is murky. In 1984, the Federal Election Commission ruled that election law only covers ads that mention a candidate, political party or federal election or have an "election-connected or election-influencing purpose." But in 2002, Congress broadened the ban on foreign money. It now applies to foreign nationals who "directly or indirectly" spend money "in connection with" any U.S. election.

Common Cause is weighing another possible complaint, said Paul S. Ryan, the organization's vice president for policy and litigation. The foreign-money ban also prohibits U.S. citizens from giving "substantial assistance" to would-be foreign donors or spenders in elections.

Ryan said, "That could include anyone who helped these Russian trolls figure out who to target with these ads."

Common Cause isn't raising questions about disclosure of the advertisers. FEC disclosure rules at least theoretically would apply to all of the ads identified by Facebook. But the rules are out-of-date. For several years, the FEC has debated updating its rules to cover Twitter, Facebook and other platforms where TV-style disclaimers don't seem to fit. But there has been little public interest.

"People were just not focused on it," said Democratic Commissioner Ellen Weintraub said. That may have changed, she said. If the ads are coming from "a Russian troll farm," she said, "I don't think people generally sign up for that."

The 2020 Census may be wildly inaccurate—and it matters more than you think

The decennial Census is a genuinely powerful institution in American life. I didn’t understand its impact until I oversaw the Census Bureau as it prepared and carried out the 2000 decennial Census, when I was Under Secretary of Commerce for Economic Affairs. Believe me, the upcoming 2020 decennial Census will matter more than you think. Yet, Congress and now the Trump administration have set the 2020 decennial on a course that threatens its basic accuracy. In so doing, they put at risk the integrity and effectiveness of some of the national government’s basic missions.

Normally, the Census Bureau spends the first six years of each decade planning the next decennial Census. The Bureau’s funding ramps up in years seven, eight and nine of the decade, when it tests and purchases its technologies, conducts a nationwide inventory of residential addresses, orders forms, letters and advertising, and begins to lease local offices and train temporary workers. It is expensive to accurately locate and count 325 million people in 126 million households (2016). That’s why, for example, Census funding jumped 96 percent from 1997 to 1998, and more than 60 percent from 2007 to 2008.

The problems began in 2014, when Congress decreed that the 2020 Decennial Census should cost no more than the 2010 count without adjusting for inflation, or some $12.5 billion. The Obama administration objected, but to no effect—although it’s worth recalling that Bill Clinton took a different tack in 1998, when he vetoed an omnibus budget bill and risked a government shutdown to get rid of a provision that would have barred the Census Bureau from using statistical sampling to verify the 2000 count.

The Census Bureau did what it had to do to live within its new budget constraints: it drew up new plans to cut costs by replacing thousands of temporary Census workers and hundreds of temporary offices with new technologies and online capacities. It also had to do what it shouldn’t have done: to save money, the Bureau aborted a planned Spanish-language test census and didn’t test or implement new ways to more accurately count people in remote and rural areas. Census also ended its plans to test a range of local outreach and messaging strategies to get people to fill out their census forms, which are crucial to minimizing undercounts in many minority and marginalized communities.

Even so, the Census Bureau prepared to ramp up funding in 2017 and 2018, as it normally did, under the $12.5 billion cap. Enter the Trump administration, which cut the Obama administration’s 2017 budget request for the Census Bureau by 10 percent and then, this past April, flat-lined the funding for 2018. It is no coincidence that the Director of the Census Bureau, John Thompson, resigned in May, effective in June. It’s a serious loss, since Dr. Thompson directed the 2000 decennial count and is probably the most able person available to contain the coming damage to the 2020 count. For its part, the administration hasn’t even identified, much less nominated, his successor. It is no surprise that the Government Accountability Office recently designated the 2020 Census as one of a handful of federal programs at “High Risk” of failure.

The costs of starving the decennial Census could be great. It not only paints the country’s changing demographic and geographic portrait every 10 years. Its state-by-state counts determine how the 435 members of the House of Representatives are allocated among the states, and its counts by “Census block” (roughly a neighborhood) shape how members of state legislatures and many city councils are allocated in those jurisdictions. That’s just the beginning.

The mind-boggling cost of DACA repeal

Consider as well that every year, the federal government distributes about $600 billion in funds to state and local governments for education, Medicaid and other health programs, highways, housing, law enforcement and much more. To do so, the government uses formulas with terms for each area’s level of education, income or poverty rate, racial and family composition, and more. The decennial Census provides the baseline for those distributions by counting the people with each of those characteristics in each state and Census block. Similarly, the Census Bureau conducts scores of additional surveys every year on behalf of most domestic departments of government, to help them assess the effectiveness of their programs. Here again, the decennial Census provides the baseline for measuring each program’s progress or lack of it.

Without an accurate Census, many states and cities will be denied the full funding they deserve and need, and the federal government will have to fly blind for a decade across a range of important areas. Moreover, many businesses also rely on decennial data, from retailers and commercial real estate developers to the banks that finance them. Data on the demographics and locations of potential customers not only inform their planning and investments. In some cases, the data actually make their projects possible, for example, when an investment qualifies for special tax treatment if it occurs in places with certain concentrations of low or moderate-income households.

The Trump administration’s cavalier approach to the 2020 decennial Census is evident in ways other than its funding deficit. A draft executive order, leaked but not issued so far, would direct the Census Bureau, for the first time in over 200 years, to “include questions to determine U.S. citizenship and immigration status.” The Census Bureau is legally required to protect the privacy of all Census data from requests by anyone, including government officials and it is forbidden by law to pass information about status on to the government agencies that deport people. Unsurprisingly, many people remain skeptical and avoid answering the Census out of fear that other government agencies will access their information. Requiring that Census 2020 probe each respondent’s citizenship and immigration status would turbo-charge those fears among Hispanics and other immigrant groups. The result would be systemic undercounting and underfunding of states, cities and towns with substantial populations of Hispanics and other immigrants.

There is still time for a course correction that could rescue the 2020 decennial Census, in next month’s negotiations over the 2018 budget. With some GOP members of Congress exhibiting a measure of newly-found independence from the Trump administration, Paul Ryan and Mitch McConnell could need Democratic support to pass a budget. A wide range of minority advocacy and business groups, along with most big city mayors, have vital interests in an accurate decennial Census. It’s up to them to pressure Nancy Pelosi and Chuck Schumer to make adequate funding for the Census one of their top priorities. Otherwise, one of the basic mechanisms for fair and competent governance could be disabled for a decade.

GOP lawmaker calls Steve Mnuchin performance "incredibly poor"

Treasury Secretary Steve Mnuchin's appearance at the House GOP Conference meeting Friday flopped with some members, as he pleaded with them to vote in favor of a comprehensive bill to raise the debt ceiling for three months.

"He said, 'Vote for the debt ceiling for me.' That did not go well in the room at all. Those were his exact words. Because most likely his performance was incredibly poor," said Rep. Mark Walker, R-North Carolina, the chairman of the conservative Republican Study Committee. "You could hear the murmurs in the room there."

Asked if anyone booed inside of the meeting, Walker said, "There was some hissing, I don't know if there was booing. There were groans I'll put it that way."

"There was a part of it if it wasn't so serious, it would have kind of been funny," said Rep. Ryan Costello, R-Pennsylania.

Mnuchin attended the closed-door meeting with Office of Management and Budget Director Mick Mulvaney, a former House Republican, to pitch the legislation to skeptical House Republicans. The bill, which came to fruition after President Trump sided with Democrats, also included a three-month extension of government funding and emergency funding for the Hurricane Harvey relief effort. At the time of the meeting, the measure was expected to pass -- and it did later Friday morning, but without the support of 90 Republicans. The Treasury secretary didn't answer a question about what will happen to the debt ceiling in December.

Freedom Caucus Chairman Mark Meadows, R-North Carolina, wouldn't say if Speaker Paul Ryan, R-Wisconsin, is doing a good job.

"I think that obviously results speak for themselves and that's what we're waiting on. Everybody is waiting on results," Meadows said. "If the speaker produces results with his conference he'll get an A."

Republicans largely felt alienated this week after the president agreed to a proposal from Democrats to suspend the debt limit for three months instead of something more long-term like 18 months.

"They got an earful about that and a lot of concerns expressed about the package today. But at the end of the day they both did well," Rep. Tom Cole, R-Oklahoma, said.

The House passed the measure 316-90 on Friday and the Senate overwhelmingly passed it a day earlier. It now heads to the president's desk for his signature.

Hurricane Jose strengthens to "extremely dangerous" Category 4 storm

MIAMI -- Hurricane Jose has become an "extremely dangerous" Category 4 hurricane, threatening Caribbean islands already devastated by Hurricane Irma, the U.S. National Hurricane Center said.

As of Friday morning, Jose had top sustained winds of 150 mph and as it moves toward the northern Leeward Islands at a speedy 18 mph.

The eye of the storm was located about 415 miles east-southeast from the islands. It was expected to pass near or east of the northeastern Leeward Islands on Saturday.

Meteorology director Jeff Masters at Weather Underground says Hurricane Jose will definitely add insult to the injuries caused by Hurricane Irma in the Caribbean.

But he says the islands that got nailed - namely Barbuda, St. Martin and Anguila - will mostly suffer tropical storm force winds and heavy rains.

That will hamper relief efforts, so it's a big deal, but he says it's "nothing compared to what they already went through."

Deadly, powerful earthquake hits off Mexico; tsunami waves observed -- live updates

MEXICO CITY-- A major earthquake off Mexico's southern coast killed at least 32 people, with the president saying Friday it was the biggest in a century to hit the country. Houses toppled and the quake produced tsunami waves and sent people running into the streets in panic.

The U.S. Geological Survey reported the earthquake's magnitude as 8.1, but President Enrique Pena Nieto said it was 8.2, making it the largest in Mexico in 100 years. He also said it was bigger than the one in 1985, when thousands were killed in four Mexican states.

"It was a large-scale earthquake," Pena Nieto said. "It had a bigger magnitude than the one Mexicans knew in 1985."

He said that 62 aftershocks followed the quake and it was possible one as strong as 7.2 could hit in the next 24 hours. Pena Nieto also said that serious damage had been caused and that 1 million customers initially had been without power following the quake, but that electricity had been restored to 800,000 of them.

The Pacific Tsunami Warning Center said waves of 3.3 feet above the tide level were measured off Salina Cruz. Smaller tsunami waves were observed on the coast or measured by ocean gauges in several other places.

The center's forecast said Ecuador, El Salvador and Guatemala could see waves of a meter or less. No threat was posed to Hawaii and the western and South Pacific.

The quake was so strong that it caused buildings to sway violently in Mexico's capital, more than 650 miles away. Residents fled buildings, many in their pajamas, and gathered in frightened groups in the street. Some neighborhoods remained in darkness after electricity was knocked out.

CBS Dallas' Jeff Paul was in Puerto Escondido when the quake hit, and said he saw his house sway, and the motion of the earth cause waves in a nearby swimming pool.

"It was one of those experiences where it kind of left you shaking there for a while," he said.

The U.S. Geological Survey said the quake struck at 11:49 p.m. Thursday local time, with an epicenter 102 miles west of Tapachula in Chiapas, not far from Guatemala. It was approximately 43 miles deep.

The USGS reported several aftershocks, all greater than a 5 magnitude, the Reuters news agency reported.

Mexico's civil protection agency said it was the strongest quake to hit the capital since a devastating 1985 temblor flattened swathes of Mexico City and killed thousands, Reuters reports.

"The house moved like chewing gum and the light and internet went out momentarily," said Rodrigo Soberanes, who lives near San Cristobal de las Casas in Chiapas, a poor, largely indigenous state popular with tourists.

Chiapas Gov. Manuel Velasco said that three people were killed in San Cristobal, including two women who died in San Cristobal when a house and a wall collapsed. He called on people living near the coast to leave their houses as a protective measure.

"There is damage to hospitals that have lost energy," he said. "Homes, schools and hospitals have been damaged."

Civil Defense in Chiapas said on its Twitter account that its personnel were in the streets aiding people and warned residents to prepare for aftershocks.

In neighboring Guatemala, President Jimmy Morales spoke on national television to call for calm while emergency crews checked for damage.

"We have reports of some damage and the death of one person, even though we still don't have details," Morales said. He said the unconfirmed death occurred in San Marcos state near the border with Mexico.

Lucy Jones, a seismologist in California who works with the U.S. Geological Survey, said such as quake was to be expected.

"Off the west coast of Mexico is what's called the subduction zone, the Pacific Plate is moving under the Mexican peninsula," she said. "It's a very flat fault, so it's a place that has big earthquakes relatively often because of that."

"There's likely to be a small tsunami going to the southwest. It's not going to be coming up and affecting California or Hawaii," she said. "For tsunami generation, an 8 is relatively small."

Former Trump Administration Chief Strategist Stephen K. Bannon says the Republican establishment, including Senate Majority Leader Mitch McConnell and Speaker Paul Ryan, is trying to nullify the 2016 election. In his first extended interview since leaving his job at the White House, Bannon tells Charlie Rose he is at war with the Republicans who he says do not want to implement "Donald Trump's populist, economic nationalist agenda." The interview will be broadcast on 60 Minutes Sunday, Sept. 10 at 7 p.m. ET/PT.

STEVE BANNON: I think Mitch McConnell, and to a degree, Paul Ryan. They do not want Donald Trump's populist, economic nationalist agenda to be implemented. It's very obvious. It's obvious as-- it's obvious as the-- it's obvious as night follows day.

CHARLIE ROSE: Give me a story that illustrates that.

STEVE BANNON: Oh, Mitch McConnell when we first met him, I mean, he was-- he was-- he-- he said, I think in one of the first meetings in Trump Tower with the president, as we're wrapping up, he basically says, "I don't wanna hear any more of this 'drain the swamp' talk." He-- c-- flat out. He goes, "A guy up on Capitol Hill can't buy a Coke unless it's gotta be reported." He says, "I can't-- I can't hire any smart people," because everybody's all over him for reporting requirements and the pay, et cetera, and the scrutiny. You know, "You gotta back off that." The "Drain the Swamp" thing was-- is Mitch McConnell was day one did not wanna-- did not wanna go there. Wanted us to back off.

CHARLIE ROSE: You are attacking on many fronts people who you need to help you to get things done.

STEVE BANNON: They're not gonna help you unless they're put on notice. They're gonna be held accountable if they do not support the President of the United States. Right now there's no accountability. They have totally-- they do not support the president's program. It's an open secret on Capitol Hill. Everybody in this city knows it.

CHARLIE ROSE: And so therefore, now that you're out of the White House, you're going to war with them?

STEVE BANNON: Absolutely.

Police continue to search for missing pregnant teacher in Maryland

Columbia, Md. -- Police in Maryland are searching for a pregnant teacher who didn't show up for the first day of school, CBS Baltimore reports.

Authorities say 31-year-old Laura Elizabeth Wallen last contacted family members by text message on Monday. At this time, police have not revealed the context of the text message.

"It was alarming enough that the family said 'We need to call police,'" Sgt. Rebecca Innocenti said.

Wallen failed to show up for the first day of classes Tuesday at Wilde Lake High School in Columbia, where she teaches history and law. She earned honors as senior class teacher last year.

"She was a favorite amongst the students. She was really nice and this is really sad, what's happening, you see it's really taking a toll on people," said student Paris Cooper.

Relatives say Wallen was excited about her pregnancy. She never gave signs that anything was bothering her, but she left her dog behind.

"I'm hoping they find her and I'm hoping that she'll be alive and well," said neighbor Joyce Robinson.

Wallen spent days preparing her classroom, which makes it unusual that she didn't show up for the first day of school.

"People are concerned for her safety," said Brian Bassett of Howard County schools. "I know she's really highly regarded at Wilde Lake High School."

Students have flooded social media using the hashtag #BringWallenHome.

Detectives described Wallen as a woman who has blonde hair and blue eyes. She weighs 200 pounds and stands 5-foot-5 tall.

Police are also searching for her black 2011 Ford Escape that has a Maryland license plate that reads: "M522473."

The investigation is ongoing.

Commissioner: Philadelphia officer who shot man in the back will be fired

PHILADELPHIA -- A white officer who fatally shot a black man in the back during a traffic stop will be fired, Philadelphia's police commissioner said Thursday.

Commissioner Richard Ross said Officer Ryan Pownall has been suspended and will lose his job next month because the 12-year police veteran used poor judgment when he fired on 30-year-old David Jones on June 8, CBS Philadelphia reports.

"As a leader, it's always difficult to take someone's livelihood," Ross said. "In this case, there were serious policy violations committed on video. I saw it, the shooting investigators saw it. That's where it starts and stops."

Surveillance video shows Jones running away as he's shot. He was stopped for riding a dirt bike on city streets and police say he reached for a weapon during a scuffle.

According to CBS Philadelphia, police said a struggle ensued as Pownall felt a gun in Jones' waistband, then Jones reportedly resisted and started running.

Ross said Pownall's first attempt to shoot at Jones was justified under department policy, because it happened right after the struggle with a weapon.

Pownall's gun jammed, and as he fixed it, Jones dropped his gun and fled. He was at least 10 feet away and had his back turned to Pownall when he was shot, Ross said.

"Because Jones never looked back at Pownall and had nothing in his hands, he posed no imminent threat to Pownall," Ross said, though acknowledging the officer believed Jones was still armed. "Jones also used poor judgment as well when he carried a gun illegally, rode a motorcycle that is illegal to operate on a city street and refused to comply with Pownall's orders."

The shooting led to protests, including a Black Lives Matter protest outside Pownall's home, and activists calling for Pownall's firing and arrest.

"What is our city coming to? We're allowing officers that are supposed to protect us, hurt us," said Doretha Crosby, the victim's mother. "[It's been] a living nightmare. I wake up every morning missing my child. I can't get him back. He was a good young man. All he tried to do was get his life right. He worked, just bought a house, just got married."

"We want the officer charged with murder and we want him convicted and thrown in jail. What you're seeing is a cold-blooded murder and a man who should never have been on the force ever and someone who should've been fired the first time he shot a black man in the back," added Asa Khalif of Black Lives Matter.

The city's police union president John McNesby came under fire for labeling the protesters outside the officer's home a "pack of rabid animals" in remarks last week at a rally in support of police officers.

Mayor Jim Kenney said this week the heated rhetoric doesn't help.

"Referring to black people as animals has a long, painful history in this country. Fighting divisive words with divisive words gets us nowhere," he told Philadelphia Magazine.

McNesby responded that he never referred to black people in his remarks, and had no idea if protesters were black, white or Asian.

Ross said some of the protests outside the officer's home were "out of bounds."

This was not the first time Pownall has shot a civilian. In 2010, he shot a man who was also running away at the time, according to the police department. The Philadelphia Inquirer reports Pownall and other officers fired at Carnell Williams-Carney, who ran from police after being stopped with an illegal gun. Williams-Carney was struck in the back by a bullet that Pownall later said he fired.

Williams-Carney was paralyzed from his injuries. Pownall and the other officers remained on the job. In a federal civil suit filed by Williams-Carney, a jury ruled in 2013 that the officers were justified in opening fire.

WASHINGTON (Reuters) - The U.S. House of Representatives on Friday passed and sent to President Donald Trump legislation providing $15.25 billion in emergency disaster aid, as well as raising government borrowing authority and funding federal programs through Dec. 8.
The House vote of 316-90 came one day after the Senate passed the measure. Lawmakers were rushing to approve the legislation before government disaster aid was projected to run ran out at week's end and as the deadly Hurricane Irma was projected to bear down on Florida.
Trump is expected to promptly sign the measure into law.

Tiger surprises drivers on interstate highway

HENRY COUNTY, Ga. -- A tiger that was spotted on the northbound lanes of I-75 early Wednesday morning was shot by officers in a nearby neighborhood, reports CBS Atlanta affiliate WCGL-TV.

A Henry County police officer reported seeing the animal on the highway, and police received several 911 calls about the animal.

Police told WGCL the tiger was shot by officers after it was seen jumping a resident's fence after 6 a.m.

They say they opted to shoot because they weren't equipped with tranquilizer guns and didn't want to wait until the guns arrived.

One person posted a purported photo of the animal on Twitter:

As the school day approached, officers didn't want any children to be in danger as they waited at the bus stop.

Several Facebook friends commented on WGCL posts, saying they saw the animal at some point. A worker at a Hardees location nearby says a man who was in the parking lot told her the tiger was on the loose when she arrived for work just before 4 a.m.

WGCL Facebook friend Connie Kidd says she reported the animal to police around 4:40 a.m. Kidd says the animal was walking through her front yard.

A woman who lives in the area says the tiger pounced on her dog before the tiger was killed. The woman says her dog is OK but was obviously startled.

It's still unclear where the tiger came from, but Noah's Ark Animal Sanctuary in Locust Grove says all of its tigers are accounted for.

The sanctuary released a statement saying, "Noah's Ark was contacted by Henry County Police with reports of a loose tiger on I-75. We responded immediately and were on the way to the scene with hopes of chemically immobilizing the tiger and bringing it to Noah's Ark. Unfortunately, human life became at risk and the tiger was shot by the authorities. All of our tigers are accounted for. Thank you to the officers for trying their best to bring this animal to safety."

President Trump tweeted his high regard Gen. John Kelly, his chief of staff, after the Washington Post published a story reporting that there were simmering tensions between the two.

The White House is also pushing back on the Post's report, with a senior official telling CBS News that the story is "not true."

According to the Post, however, Mr. Trump is bristling at Kelly's way of doing things, which includes acting like a gatekeeper to a president who hadn't had one. "Trump appears to pine for the days when the Oval Office was a bustling hub of visitors and gossip, over which he presided as impresario," the paper reports.

The story says that some Trump friends have started calling Kelly "the church lady" due to his efforts to reign in the president. "He doesn't like how Kelly's handling him," a friend told the paper. "He's turning on people that are very close to him."

Yet in public, Mr. Trump has not been shy in lauding Kelly, and attempted to have the retired Army general join him on stage during his recent rally in Phoenix, Arizona. Kelly, however, demurred and stayed to the back of the stage.

Kelly, who took the job in July after the resignation of Reince Preibus, has sought to create order in the chaotic White House. In doing so, he's attempted to make himself an intermediary between the president and some of his friends and advisers.

But when Kelly is not around, the Post reports, the president will still call around to seek counsel from friends and informal advisers, including departed White House chief strategist Steve Bannon.

"Donald Trump resists being handled," Roger Stone, another outside adviser of Mr. Trump, told the paper. "Nobody tells him who to see, who to listen to, what to read, what he can say."

Stone went on to say that Kelly would not be successful in trying to impose discipline on Mr. Trump.

"Donald Trump is a free spirit," he said.
